Could you do it?

In 1846 Joseph Henry created the Smithsonian Meteorological Project by utilizing information submitted by volunteers nationwide.   The wide distribution of circulars, similar to todays pamphlets and surveys, enabled weather enthusiasts & storm spotters the opportunity to support a greater cause.  Observers would record answers to these questions and either mail or telegraph to the Smithsonian Project to be recorded and studied.  The aim was to better understand tornadoes, and promote safety awareness.  The Smithsonian Meteorological Project ended with the foundation of the  National Weather Service on February 9th, 1870. 

Long and Complicated, this survey isn't for the faint of heart....Could you complete it?
